This effect has a 15-second cooldown on the same target, which means it can be activated on several targets at the same time. However, it cannot be re-applied until 15 seconds pass.
8 Drunk Alchemist

The only tier of Drunk Alchemist Bonus Set causes the following effects. When dealing unblocked direct damage to enemy players outside of combat, the user will gain a random potion effect. If the damage is ranged, there is a chance that the player will instead apply a random flask effect to the target. This effect can trigger once every 30 seconds.

This inflicts additional lightning damage and reduces the target's movement speed by 75% for 0.75 seconds (requires 12 set charges to become active). This is a great way to initiate ranged combat.
Upon reaching 25 set charges, when Storm Rage is triggered, players gain a 40% movement speed bonus for 1 second. This doesn't have an activation cooldown and only depends on the Storm Rage charges, so as long as they keep moving, they can keep activating it. Finally, in Tier 3, Storm Rage will ricochet between up to 3 targets, dealing 100 lightning damage to each target and applying the Slow effect. This last effect requires 30 set charges to activate, but it is a good investment.

When reaching 25 set charges, the second effect activates, and now the damage reduction effect will last for 3 hits or 3 seconds before it goes on cooldown.
